The American people paradoxically think immigration is very good for the country yet also want less of it. According to Gallup, by a nearly two-to-one margin Americans think immigration is good for the country. From Gallup:

At the same time though a plurality of 41 percent want to see the immigration reduced. From Gallup:

This means there is at least some 8 percent of the country who want less immigration even though they believe immigration makes the country better.

Congress often gets blamed for its incoherent actions, but sometimes this is because they are reflecting the often incoherent will of the public.
