The director of operations at Quantico Marine Base issued a “threat advisory” last weekend in advance of tomorrow’s rally in support of accused WikiLeaks whistleblower Bradley Manning.
Hundreds of people are scheduled for a peaceful protest at the base, including Pentagon Papers whistleblower Daniel Ellsberg.
Here is the text of the advisory:
Subject: Possible threat to MCBQ
Ladies and Gentlemen,
There are substantiated indications and warning of possible denial of service attacks on MCBQ by supporters of Wiki-leaks and PFC Manning. It is possible that these attacks will be timed to coincide with protest activity that is scheduled to take place in the vicinity of MCBQ on 20 Mar. Possible threat courses of action could include denial of service attacks on phone, email, and internet services, and could include harassing phone calls (i.e. bomb threats) and mail disruption (i.e. suspicious packages). Additionally, though there is no direct threat, it is possible that actual physical penetrations onto MCBQ property may be undertaken to cause infrastructure damage, vandalism, or harass USMC personnel.
The Base has been involved in detailed response planning with local, regional, and national authorities and is appropriately postured to minimize/mitigate likely threat activity.
Because the exact intent of the protest groups is not known, nor the form of attack they may undertake, MCBQ commands and activities should carefully review their OPSEC and physical security posture.
Recommended actions for MCBQ tenant commands and organizations:
Develop alternative communication plans (i.e. installation command net and cell phones) to ensure the ability to communicate with MCBQ emergency services during a denial of service attack.
Review MCBQ bomb threat procedures (attached).
Review MCBQ procedures for suspicious packages (attached).
Area commands shall ensure Installation Command net radios are fully charged and accessible.
Ensure Command Duty Officers are briefed on the threat and know the proper response to threatening/harassing phone calls
Ensure non-essential fax machines are turned “off”
Remind all personnel to be alert for suspicious activity and report it immediately to the MCBQ Security Battalion using the Eagle Eyes hotline (703-432-EYES).
Building managers should ensure building perimeters are regularly inspected and that all unmonitored exits are locked when not in use (consider limiting access to a single entrance and mandating ID checks).
Remind personnel to avoid posting or discussing aspects of any MCBQ response on Face-Book or other social media forums.
Remind personnel, to be aware of phishing (both email and telephone) attempts to gain information about MCBQ personnel or operations.
Additional information concerning protest activities, to include any gate closures, changes to Force Protection Condition, excepted traffic delays, etc., will be distributed via a MCBQ FROSTCALL later this week.

The steps they are taking are pretty mild and routine. The scary part is that the top of the letter seems like nothing other than a letter designed to excuse some pretty harsh responses from them.

Wow, it’s a wonder they haven’t declared a “state of emergency” like Bahrain did in reaction to democratic peaceful protests.
The alert appears to have been sent out due to concern about cyberattacks not physical attacks.
This situation is disgusting enough, it doesn’t need any hyperbole.
They see the protesters coming and they take them seriously. They are also worried others will try to take advantage of the confusion to do something worse.

To be completely fair (not that I want to be), this seems sort of standard procedure to be prepared for a known event. That said, I’m pretty clueless about the Military and its procedures, but I am somewhat more familiar with these types of procedures at the local govt level (sheriff’s dept, etc).
Best to those who are able to attend the rally. I’m too far away (and none near me). I’ll be with everyone in spirit.

Marines work for the Marine Corps. They are sworn (or were in my day) to defend and protect the constitution. Their top commander is Black Nixon who is also sworn to defend the constitution. HE is the guy that is supposed to work for us.
As matters stand, the president and everyone under his command are traitors to the constitution and in violation of their oath with the exception of Pvt. Manning.
All members of the United States armed forces should resign at the earliest opportunity. As long as they serve modern presidents (unitary executives) the are not patriots. They are traitors.

It is really depressing that citizens have become the enemies of the gov’t. I guess they have an idea that we are catching on to their lies and have become defensive. I don’t know how much longer they can keep the lid on the anger but this calm won’t last forever.
Twain, there have been many times when citizens have been seen as the enemies of the government. Mainly when the citizens do not go along, sheep-like, and agree with everything the government is doing. The Vietnam War protesters (remember Kent State and Nixon’s “enemies list?”) The Civil Rights protesters. Anybody that Senator Joseph McCarthy considered “unAmerican.” All “enemies of the government.” And many, many more examples.

Gee, Mr. Director Man, I thought we had done a pretty good job of making the intent of the protest perfectly clear – bring the US government in line with the Constitution and the Geneva Conventions. Still, I understand your concern. Decent human beings who dare to question officially sanctioned propaganda ALWAYS pose a threat to tyranny.

IMHO, this threat advisory would not have been released prior to an understanding that agent provocateurs will be among the demonstrators. Be extremely wary, watchful and aware, pups:
Always have some people taking pictures and videos of people who either don’t quite fit or seem to be egging others on. Question these people aggressively.
Look for evidence some are being directed by somebody off-scene.
Quarantine anyone steering toward violence or needless confrontation. Keep them away from the leading edge of the action and – if possible – away from media.

I’m guessing this threat advisory in a result of the last protest at Quantico, where protestors disregarded the MPs and blocked traffic at the gate. I saw the video on YouTube.
When protestors don’t obey trespassing laws, they become a threat. FYI, Quantico’s property line begins at the intersection of Route 1 and Fuller Road, not at the gate.

There’s a big difference between what is going on in northern Africa and what is going on at Quantico. The Marines are simply notifying the base population of a number of threats…
1) The last protest set a precedent of unlawful behavior in the form of trespassing and not cooperating with authorites when asked to get out of the road.
2) Anonymous did your support network a “huge favor” by publicly announcing they planned to attack the base and specific people.
3) These protests have a history of being **mostly** peaceful, but there is almost always a handful of people looking for an opportunity to create confrontation.
To assume the Marines are going on the attack against a protest group is pretty ignorant.

These advisories are notifications to base personnel so they are aware of what is going on. Notice there is nothing in the message about taking offensive action?

I assume you’re talking about Kevin Zeese’s posting regarding laying flowers at the Iwo Jima monument? I wouldn’t let that happen either. It’s clearly a ploy to gain access to federal property during the protest. I’m willing to bet there would be no issue if Zeese and his fellow veterans group members wanted to lay flowers during hours not in conjunction with a protest.

You mistake me for someone that has a desire to rule. I have spent my entire life around service to this country. My father retired from the Army and I have been in the Marines for 14 years. There is nothing that makes me happier than seeing protests. It’s a clear indication that the military, while not perfect, is successful in serving its citizens.
