Welcome to part five of the liveblog on the House of Representative’s health insurance reform vote (live on C-Span). With the announcement of a deal with Bart Stupak (D-MI) it seems very likely that the bill will pass.
8:41 pm – Brett Guthrie (R-KY) focuses on the “unfunded mandates” in the bill.
8:42 pm – Raul Grijalva (R-AZ) focuses on the increased resources for Indian health care.
(Democrats are talking a lot about the ability of children to stay on their parents’ policies until they are 26. It is one of the few deliverable people will actually feel before 2014.)
8:52 pm – Ruben Hinojosa (D-TX) is focusing on the benefits of the student loan reform. (Which is the best part of the reconciliation package.)
8:55 pm – Jeb Hensarling (R-TX) is going through the greatest hit of republican complaints. Special deals, Medicare cuts, rationing, big price tag. Calls the CBO letter on the bill is “garbage in garbage out.”
9:00 pm – Scott Garrett (R-NJ) says the bill will be found unconstitutional because it forces people to buy a product from a private company. (This will be a big deal in the midterm election.)
9:08 pm – Cynthia Lummis (R-WY) says the bill has a government takeover of the student loan business (I guess Republicans proudly defend a program which has become a massive bailout of an industry which has become a great example of lemon socialism.)
9:17 pm – Mike Pence (R-IN) “we are breaking history.” He calls Obama the most pro-abortion president in this nation’s history. (Funny because he will soon sign one of the biggest roll backs of abortion in decades. It is amazing that even without the public option Pence is still calling this a government takeover of health care. Democrats get all the blame of socialism without the benefits of producing a popular public program like Medicare.) Says we are on a pathway to socialized medicine.
9:25 pm – James Clyburn (D-SC) “This is the civil rights act of the 21st century.
9:33 pm – Shelley Moore Capito (R-WV) (For reasons I can not understand Capito is trying to make the bill sound like the most evil blanket ever created. FYI to her speech writer: it is just not possible to make a blanket sound evil.)
9:46 pm – Eric Canter (R-VA) the only thing bipartisan about this health care bill has been the opposition. (Cantor loves saying $1 trillion overhaul.)
9:56 pm – Rosa DeLauro (D-CT) says this is probably the most important vote they will ever take. She goes over the history of attempting to reform our health care system.
10:03 pm – John Boehner (R-OH) speaks tonight with a “heavy heart.” We should be looking at pride on this legislation but that is no the case. No one thinks this legislation is satisfactory. (Boehner is asking questions so his members can yell NO back to him. For some reason Boehner just seemed to admit his members did not bother to read the bill.) “We should have the courage to announce are votes one at a time.” He is asking Pelosi to have a call of the roll. Boehner begs the members of the House to vote against the bill.
10:14 pm – Nancy Pelosi takes the floor with lots of clamping. Tonight we will make history. “This is an American proposal that honors the traditions of our country.”
Republicans just booed the “leadership of our President Obama.”
Pelosi makes the case that the bill will be a boon for entrepreneurs who want to start their own businesses. Pelosi mights a steady point by point argument for the bill. She is now listing many major groups that have endorsed the bill. She takes a moment to honor Ted Kennedy.
10:30 pm – Time for debate has finally expired. The voting on the Senate comprehensive health care bill will begin. Boehner request a roll call vote. It is a 15 minute vote.
10:36 pm – up to 183 yes votes so far…
10:40 pm – up to 200 yes votes so far…
10:42 pm – 208 only 8 more votes needed…
10:44 pm – 216! the health care bill will not (sorry typo) now pass.
10:48 pm – Obey gavels the vote closed.

There are a lot of progressives left here. And I suspect a lot of good work will be done here that improves the HCR bill that passes today.
There are even a few here that think passing the damn bill is the best outcome we can achieve at this time, regardless of the flaws that this blog has been relentless in documenting. I count myself in that camp – I’m really glad the flaws are documented and think we can organize to fix them if we don’t let the rancor of the past couple of months poison our hearts.

the best possible bill in the sense that despite public support for a lot more, the Democrats in power are sickly weaklings who can lift only this amount. I’m picturing “the public” saying “here, let us help you” and the Democrats saying “no….want to do it ourselves….ooof…uhhhh….” and barely getting the very lightweight barbells over their heads.

I think the procedural stuff started at 2:00pm but there is a lot of stuff that happens before they actually vote.
Also the 12 votes, I think, were made up of the stupak block and a few others that were waiting to see which way the vote was going.

The disagreement over whether we could possibly get more progressive legislation passed is soon to be a moot point. Let’s try to get over that disagreement start organizing to improve the flaws in this bill.
While we’re at it maybe supporting legislation to overturn Citizen’s United is a project we can all agree on? Senate rules reform for the next Congress? It isn’t as though this battle is the only one we’re fighting.
9:00 pm – Scott Garrett is right, unfortunately. Sooner or later one of the Constitutional challenges to the mandate is going to win in court.
Vote should be around 10-11. They picked up the Stupak crew when Obama issued an exec.order regarding abortion.

Supporters have been picking up votes one at a time, all day. Stupak got the WH to promise to issue an Executive Order to create the impression that whatever abortion restrictions Stupak claimed were not in the bills would be assured by this EO interpretation. With this device, some of the abortion opponents moved to YES.
The session began at 2:00 p.m. and they have been working through a set of procedures that involve several preliminary votes — the ones so far have receive more than 220 votes for the bill’s supporters, — so the final result seems assured.
After the current discussion, there will be a vote on the Senate bill, another procedural vote, and then a final vote on the reconciliation fixes — or something like that sequence. We’re an hour away, at least from being done, and there have been numerous delays, all of which are exploited by the Republicans.
Bottom line. Government does not work well, it’s embarrassing to watch, but we should pass a bill before midnight.

This vote is pure theater. The result was determined months ago, probably no later than last summer, and now they’re speechifying and putting their ugly mugs on TV and celebrating how much richer they are at our eventual expense.

Seems like there is an IHS that is part of HHS but I thought they were ‘sovereign nations’ and I know from preparing the checks for tribal members of tribes that are engaged in gaming that the monthly checks amount to over $40,000 a year at the minimum per tribal member.
A good number of them do…those who have been even somewhat against this bill have been hounded pretty badly. I’ve not seen much to recommend their behavior.
So, yes, while there are a few not celebrating that is not the overall tone.

Voting is usually a fluid thing. Eventually the undecideds have to decide. Additionally Obama promised the Archbishop an executive order that revokes a womans right to choose if the committee convened in her doctors office doesn’t agree. That didn’t help.
It hasn’t passed yet because the show isn’t over. The Democrats need time to pat themselves on the back and make excuses and the Republicans need to gnash their teeth some more.

I am abstaining from voting in the mid-term elections this year. After the passage of the completely empty and stupid “health-care reform” bill (I am for single-payer and nothing less), I am convinced I am living out the end of Animal Farm, and I am one of the animals on the outside, looking from pig to man, and man to pig, and not being able to tell the difference between them. A pox on both their houses. >:-O
Debate began at 2pm, scheduled to run until 6pm and then vote. Unsurprisingly, it has taken about twice as long as expected, Congressional time being about double regular time. A vote on the Senate bill is now expected about 10pm with a vote on the reconciliation bill at 11pm.
So what is the current vote count right now?
Also, if they have a few extra “yes” votes going in, do you think someone might try to switch to “no” to avoid an unpopular vote, thinking their vote will be inconsequential, which then leads to everyone else in the bloc, switching over to “no”?

Don’t you wonder how every single thing could go so wrong so fast? The bailouts, this year-long grand theater producing mandated IRS fines just for existing,no real healthcare for anyone? I was cynical before the great leader was elected, but I allowed myself, like so many, to have just a wee bit of hope. Dashed, and dashed hard, you know.
Since I refuse to watch any of those creeps on tv, I’m glad I can read like-minded people on this site. This seems to be the ONLY place left with rational human beings. I registered because misery loves company, and this country has become so miserable.

Good lord, the Democratic foot soldiers are trying to re-recruit us already. There’s no poison in my heart, there’s just common sense in my brain. I no longer support an organization with which I have absolutely no common ground. My Political Party Affiliation Declaration Form is in the mail to my state’s Commissioner of Registration–I am officially an Unaffiliated voter.
It looks to me like the public option was sacrificed to get AHIP to offer tepid support.
The analogy I use to explain the exchanges is “Open Enrollment” for individuals and small businesses. If you work for a larger company you select insurance from multiple plans once a year – this extends that ability to small business and individuals (and gets the risk pool large enough to lower premiums in theory). NB this is all for profit companies – the public option would be a competitor to those companies that isn’t for profit.
What does anyone know about the GOP motion to re-commit, which is rumored to contain only the Stupak language on abortion?
The Hill is reporting: “Democrats are worried about holding their members together on a GOP motion that could kill the healthcare bill.”

What will happen later, is that AHIP and Co. will stab this Obama deal, and the Dems in the back, and keep the Repubs for their enforcers. Being in the Pete Peterson block, they will wait until the Dems also undo the social contracts of Medicare and Social Security.
After all, only the Democrats can do that. Every time the Republicans try that, they fail. But not this time. Obama will do it for them.
A couple months back I read dentists as a group of doctors contributed more than any other against HC reform. I don’t know how true it is and have it on my long list of things to google.

All I’ve heard is that Native Americans are exempt from the mandate. Didn’t hear anything about “increased resources”.

In order to baffle ‘merkins, Republicans are confusing socialism with fascism on purpose. Because Republicans love fascism even more than Democrats love fascism they call it socialism. The tea party rubes don’t know the difference, anyway. All they know is Obama’s black.
My preference for HCR was much the same as what most here want – some form of single payer that is paid for by tax revenue.
There are a lot of powerful lobbies that made that impossible (and the cowardice of the Democratic party helped assure this).
When I look at what’s passing today I think objectively it is better than the status quo. And it has deep flaws, which FDL has been relentless in pointing out. I’m thankful that FDL has done this work, it provides some framework for where we can improve this over the coming years.

How can it be improved when the Insurance companies will be stronger, richer, and more entrenched. It is more likely to be made worse. Like Bill Clinton’s welfare reform, the first “fix” will be the scaling back the subsidies.
Blue Cross has a plan called Blue Card. For $150 a month for a 50 year old, you get (up to) $50 toward a doctor visit and/or $50 for lab work. You pay all the rest of everything over and above 50 bucks. If you got really sick, you would be up shit creek without a paddle.
This “plan” (which would lead a sick person to bankruptcy in a heartbeat) will be one that is approved (and subsidized) by the HCR overhaul.
There hasn’t been a vote on the Senate bill yet. If you’re looking for the whip counts that were posted all weekend they’ve become a moot point. A vote on the Senate bill is expected within the hour.

The plan you describe is “let’s send at least $600 a year to BC”. There’s got to be something more to it – $150 a month premium out, maximum of $100 a month benefit is an incredibly bad deal.
Plans have to be at least “silver” level of actuarial value under HCR.
There also is the 85% medical expense ratio limitations. So insurance isn’t quite as rich as it has been per customer.
As for how to improve it – pass a public option. Optimally it gets done in the Senate via reconciliation when that bill comes over from the house. Failing that we’ve got 4 years and one hopes new rules on cloture in 2011.

I’m not really upto snuff on any of this….however, I do know that despite some tribes/tribal members getting alot of money from the casinos…in general, the tribes/members are the most destitute population in our country. It’s never talked about, there are no news articles about it, etc, etc…..but it is this countries dirty little secret. The very folks, who have an actual right to land, healthcare, and reasonable standard of living….are the most poverty stricken, least healthiest, and most underpriveledged of our society. People were starving and freezing to death this winter with all of the snow storms. So that’s almost certainly what Grivalja was talking about. They are in desperate need of healthcare in the tribal areas. It makes our poor black/latino communities look plush. I don’t know if you’ve ever been on a reservation, but it can be a heart breaking experience.
