Welcome to part three of the liveblog on the House of Representative’s health insurance reform vote (live on C-Span). With the announcement of a deal with Bart Stupak (D-MI) it seems very likely that the bill will pass.
5:50 pm – Taking place right now is the vote on the motion to suspend the rules and agree as amended. This vote is on an unrelated matter commending Cold War veterans and appears every member will vote yes.
6:04 pm – Taking place right now is a five minute procedural vote on the rules for debate of health care reform. it cares with 228 Democrats voting for it. He claims this bill will stand in the same company as social security.
6:13 pm – Now there is a 15 minute vote on the rules for the debate. This is passes the general debate on the health care bills will follow (I know it is silly system.)
6:24 pm – voting is not done yet but rule already has 222 votes, six more than needed.
6:29 pm – the motion passes with 224 Democrats voting for it (no Republican voted yes). That is a pretty healthy margin will be interesting how many peel off on the actual vote for the Senate bill.
6:30 pm – Taking place right now is a five minute vote on a completely unrelated matter.
6:42 pm – The actual debate on the health care bill and the reconciliation bill of “fixes” has no started with Henry Waxman (D-CA) being the first to speak.
6:43 pm – Steny Hoyer (D-MD) makes reference the MLK and the civil rights movement. He points out they will gavel tonight’s vote with the same gavel that was used for Medicare.
Hoyer points out that Republicans will vote united against this bill like they voted against the 1993 economic reform plan of Bill Clinton. In a nice move Hoyer makes a point of thanking staffers in the Congress, CBO, and JCT for their hard work on this bill. (CBO has been working long crazy hours to crunch the numbers for the many bills.)
7:00 pm – Rep. Nathan Deal (R-GA) bill is taxes and Medicare cuts. He promises to fight, if he is elected governor, to kill the individual mandate. (Expect it to be a real campaign issue in the midterm.)
7:03 pm – Waxman runs through all the good things in the bill.
7:05 pm – Rep. John Dingell (D-MI) takes the floor to some applause. Today with rank with the civil rights bill and Medicare.
7:10 pm – Frank Pallone (D-NJ) say Republicans don’t seem to understand our health care system is in crisis.
7:12 pm – Ed Whitefield (R-KY) says insurance companies helped write this bill to get the individual mandate. (I think at least half the Republicans have taken to attacking the individual mandate in their floor statements. It is really unpopular without a public alternative. Interesting to see how it will play in November.)
7:15 pm – Rep John Shadegg (R-AZ) says this is a bailout of the health insurance companies with the individual mandate.
7:16 pm – Ann Eshoo (D-CA) references how the nuns have backed the bill.

7:20 pm – Bart Stupak (D-MI) gets his promised moment to sign. Waxman reaffirms that this bill and the executive order will uphold the Hyde amendment and the intent that no federal funds are used for abortion.
7:22 pm – James Sensenbrenner (R-WI) calls the executive order is “just a piece of paper.” He claims the only way to preserve the Hyde amendment is to vote against the Senate bill.
7:27 pm – Diana DeGette (D-CO) claims this is a foundation. (Of course it is a foundation built on rolling back a woman’s reproductive rights.) It is “strong foundation.”
7:28 pm – Joseph Pitts (R-PA) formerly of the famous Stupak-Pitts amendment, is now saying this bill is a pro-abortion bill and will provide federal funds for abortion.
(Personal thoughts: If Democrats vote for a big roll back of a women’s reproductive rights and the Republicans and pro-life groups refuse to acknowledge it, just how terrible do the Democrats mess up the politics of health care reform?)
7:37 pm – Jan Schakowsky (D-IL) says this bill is a moral imperative. This “is a great day for America.”

Did anyone see the momentary single Republican yes during the five-minute vote? Was that Cao waffling, or someone who misvoted?
15-minute vote on rules has passed with at least 220. As soon as they got above 216, many the Democratic “not voted” instantly went to nay. Suggests to me that they are willing to play ball if something goes wrong.

I agree with whoever said the “yes” vote will be 217
They can’t have 216 or everyone who voted “yes” will be tagged as the “last vote” who put it over the top. But for every vote they add over 216 (and no small number below), they are scared of losing a seat.
So it will be Just Close Enough.
And watching Dingell go on about the “Insurance Companies Opposing This Bill” is just something to watch. Blergh.
Yeah it’s weird that they wrote the exact same plan themselves in 2008 and are now opposing it. But I hear that’s going around these days.

Repubicans are accidentally right about the mandate. It’s only a prop to them since they don’t really care one way or the other.
House staff now saying vote sometime after 11pm tonight, per Twitter.

Did anyone else notice? When Stupak was speaking, DeGette was behind him; looked up and watched him intently, then bolted out of her seat?
There is still bullshit going on IMO.

Add to those the lack of an ERISA exemption (“State’s rights”) and the phrase “snatched defeat from the jaws of victory” seems applicable.
It will be interesting when the Republicans retake congress and the insurance companies will need to switch sides to keep their mandate.
Wonder if Obama’s n-dimensional chess game has take that into account?
