Doesn't the House almost always defer to the Senate? Or...maybe better way of putting it, doesn't the House usually cave to the Senate? A poster somewhere...here or TPM mentioned their relative weight in the merging process, and that legislation usually comes out looking a lot more like the Senate bill than the House bill.
