Can you help me with the math?

The Baucus plan “still leaves about 25 million people uninsured when fully phased in, in 2019. Of those, nearly 17 million would be U.S. citizens or legal residents” (link)

25 - 17 = 8 million uninsured who are NOT citizens or legal residents. Estimates of the number of illegals in the country start at 12 million and go up from there. Am I wrong in thinking this means a minimum of 4 million illegals will be covered (12 - 8 = 4)?
