The White House had to go outside the beltway to find someone to print a story about the President calling Senators and speaking positively about a public option. It’s great that he said good things to Maria Cantwell, who already supports a public option. Ben Nelson too (though he doesn’t say that Democrats like Nelson shouldn’t side with Republicans and filibuster a bill, the only Nelson vote that will matter).
This morning’s story in the Hill is probably more on the mark:
"President Obama clearly articulated his blueprint in his speech, and everyone knows Finance has the bulk of the bill that reflects that blueprint," the source said. "Everyone, including the White House, knows the Finance bill is the only bill that’s paid for and can pass. In short, the White House wants a win, and using the bulk of the Baucus bill is the playbook to get the ‘W.’ "
It doesn’t make any sense — Harkin says there are 54-57 votes for a public option. That’s a clear majority. And it would certainly pass the House. No, the only reason to pass a bill without a public option is if the White House doesn’t want one. But who is going to let the public know? Who is going to make the announcement that there will be no public option? Who’s going to take that political hit?
The White House doesn’t have the stomach for it. They want someone else to take the hit. Maybe Harry Reid? Um…no:
Having deferred the issue to Baucus this summer, Reid signaled on Thursday that he is prepared to join Sens. Charles Schumer (D-N.Y.) and John Rockefeller (D-W.Va.), who both pushed a public option amendment that failed in a committee vote last Tuesday.
There are certainly Democrats in the Senate who have said that they won’t support a public option, but so far nobody has stepped forward to say they’ll join a Republican filibuster to stop it. Nobody wants that hot potato alone.
But they have to do something, because if a public option winds up in the Senate bill, it’s going to be damn impossible to get out of there.
So the best model, the safest model (relatively speaking) is one of distributed responsibility. Some group (say, a "gang") stepping forward to announce that they have arrived at an agreement that everyone can live with, some abomination that makes the insurance companies happy and has some code language in there for "triggers." They’ll present it as a "solution," and won’t mention that the "problem" only exists because they’re willing to join with the GOP in a filibuster but won’t say so. Then nobody will point out the obvious — that anyone who is willing to do this should lose their gavels immediately. That’s how we’ll know everyone is on board, despite their angry rhetoric.
That camera hog Lieberman has been awfully quiet lately. Wonder if the President has been calling him and twisting his arm?

You know, I’m fully prepared to accept the possibility that the White House doesn’t want the public option to happen. But I just don’t think it’s the only possibility, and I’m certainly not about to assume that on the basis of one anonymous source. I appreciate all the good work you’re doing, Jane, but one thing I get tired of seeing, both here and elsewhere, is the surety that the WH is forever in the process of selling us out, when the fact is we just don’t know what they’re going to do. Nothing is that certain when we’re getting this much contradictory information. I definitely understand wanting to be prepared for the worst, but these sweeping condemnations of Obama’s and his administration’s behavior, when we really have no idea what he’ll do, are really irresponsible. You keep ramping people up to be sure that the worst will happen, you’re bound to lose a lot of people’s faith and trust if it doesn’t. It would be a shame if that happened, especially in the face of all the effort you’ve put forth on this and other issues.

Wyden isn’t for a public health care option. Let’s stop saying so when he has made it ultimately clear that he does not believe in it. Please stop making this senator out to be a hero when he has repeatedly voted against anything that will pass the committee and the senate in general.
Look at the record. Look at what he has said. The man refuses to tell his own constituents that he favors a public option and that he will not vote for anything that does not contain a robust public option.

Hey, I simply asked about what went down with CBO and how they screwed up on his amendment. I did not post “boo” about his position on the PO.
This has been in the works since the spring. The whole reason that Big Health hasn’t been doing wall-to-wall Harry and Louise ads — and is still donating a large amount to Democrats, as opposed to returning to its historical position of donating almost solely to Republicans — is because they were promised mandates without a P.O. But they didn’t count on us, did they?

We now know, at long last, that Obama has got no decency left.
If Obama supported the PO, he would be out front publicly fighting for it, explaining why it is essential, pointing out why those opposed to it are wrong, etc. But, he is not. He hides behind weasel phrases and vague goals. He is playing the public. Everytime one of his spokes people speak to the press, they do the same. Never a definitive response. They are evasive and constantly spinning. This is not the behavior of an advocate. It is the behavior of someone that is selling us out.
I wonder if he has considered that all those millions and millions of dollars he needs to raise from small contributions to run for re-election in a couple of years will be going to pay for increased insurance premiums and not political donations? And even those that can offer support, won’t be eager to support someone who has so blatantly betrayed us.
If they do that, then the Progressive Caucus in the House must vote it down. If they fold, we will have Republican-lite rule for the next 3 or 7 years. They have to stand up now if they want to make a difference.

I understand your hesitancy to criticize Obama as you focus on the issue of healthcare reform. However, when one wishes to judge whether a group or an individual is trustworthy or not, you don’t forget everything that was done to date and say, “well, this is a new situation so I have to trust.” LOOK AT EVERYTHING OBAMA HAS DONE AND IS DOING SINCE JANUARY.
1. Appointed Blue Dog Rahm Emanuel to be the enforcer of all the Obama Agenda. Allowing Emanuel to threaten Democrats (particularly freshmen) who criticized the Blue Dogs for opposing the public option.
2. Dropped single payer before the health care debate even began despite his love and insistance upon a single payer option during his lofty, deceptive campaign.
3. The behind closed door agreement with PhRMA that is actually a kick in the pants to the public.
4. The behind closed door agreement with the insurance industry so they would not spend millions to oppose health care reform. Another kick in the pants to the public and, therefore, a promise of no real public option.
5. Appointed the foxes to guard the hen house: Geithner and Summers (with Rubin pulling strings behind the curtains. These are the people who caused the current financial crisis–they knew what was happenin;, they knew the game Paulson was playing and the info he was hiding; they knew Paulson was forcing many banks to take TARP money so the few (like Goldman Sachs and Merrill Lynch) would not stand out for the cheats and thieves they are.
6. Billions to the banks, bupkiss for the public–the Obama corporate version of Yes, We can.
7. Appointed McChrystal to head Afghanistan, the very man behind the Pat Tillman hoax who is now trying to dictate military policy to his Commander-in-Chief. If there were more public support for the Afghanistan war, McChrystal would prevail and he’d be unelected our commander-in-chief since Obama would cave as he has on other issues.
8. He backed down after issuing his statement to Netanyahu to stop the settlements in Palestine. Netanyahu held firm, Obama said, “Oh, Okay, sorry.”
9. He heavily pressured the Palestinians to withdraw the Goldman report so that Israel does not have to explain its actions with regard to Gaza.
10. He is supporting the worst of the Patriot Act and W’s policies regarding warrantless wiretaps, proving to be BushLight.
I could go on, but I should think that is enough to be able to say that Obama is not the person we campaigned for, donated to, and voted for in November 2008. He is proving to be as much a Blue Dog corporatist as Rahm. How much more does Obama have to do to prove to you that he does not support us. Rather, he is anxious to please the Blue Dogs, Republicans, and the medical industrial complex. We trusted him on 1 through 10, above, and he turned on us. Do you really think you can trust him AGAIN? I DON’T!!!!

Rep. Joe Donnelly (R-Indiana) said last night that he is not opposed to a public option. He went on to say that he doesn’t consider it an essential element of health care reform, but in his keynote speech to the Marshall County Jefferson Jackson Dinner he said we would vote for a bill with a public option in it.
It does seem like the WH is trying to find someone to spike the PO on their behalf.
I get that O feels failure to rally the Democratic party to get a strong PO in place would cripple if not destroy his presidency. What I don’t understand is why the assumption is that he wouldn’t get it. It’s got the votes in the House and in the Senate, just questionable that he can get all the votes to overcome a filibuster. A little muscle would get it done.
Bet big and win: hero. Penny ante and fall short: weasel.
He and Reid could force these wayward democrats out onto the floor to read the telephone book. Make them do it rather than just counting votes for cloture and giving up if you don’t have 60. It’s called playing hardball, and he’s shown he can do it on other issues: squealching the veal pen, clearing primary fields..etc.
I think the verdict is that he’s just not that into the PO.

It’s the surest sign 1) that they know what the people want, and 2) that the pressure from people like us is being noticed and having an effect.
At a certain point, the hot potato – taking responsibility for dumping the public option – will get so hot that, well, they will realize that they can’t dump the public option.
Anyway, that’s how it seems to me. And I think the strategy should be fashioned accordingly.
The best way to keep that pressure – and the potato of not being the one to tell the American people that their leaders are going to fail them – red hot is to focus on conservative districts and red states and to show that even people in Republican strongholds can be won over by this issue.
The Republicans need to motive their base to win in 2010. Why not try to deflate their mojo with a winning issue like a public health insurance option?

Even if Obama doesn’t want the PO, the fact that he’s unwilling to just come out and say that is good for us. We may not be able to rely on him for help, but he certainly isn’t going to veto a bill that includes a good PO.
I think we see the fruits of our labor in the fact that it’s a politically dangerous move to actively oppose the PO. We’ve changed the debate. It’s no time to rest on our laurels, because we still have big work to do, but we should at least take hope in the success we’ve seen so far.
It seems like we’ve got the House and regardless on what Obama secretly wants, I don’t think he’ll veto a bill because it has a strong public option. That just leaves the Senate for our final push. We may not win over the conservadems, but if we keep up the pressure we can hopefully make it too dangerous to support a Republican filibuster.
This fight is winnable – but we can’t take our eye off the ball.
I wish I had your optomism, but history tells us that when it counts, the Republicans come off as the powerful abusive spouse and the Democrats turn out to be the cowering battered wife.

What a turbulent question to ask. What four knights will do the king’s bidding – and pay the price? Sir MaxTax, Sir Holy Joe, Sir Kentish Conrad, or the twins of the roundish table, Sir Ben and Bill of Nelson?
Mr. Obama ought to remember that Henry II submitted to the lash and public penance in consequence of those who acted on his whimsical question.
I am certainly no strategist of the crafting and passing of legislation but neither are most people. And most people know when they are being duped. That is why it seems that too much energy is being expended on the preocupation with the myriad scenarios that may serve to thwart the PO in the final senate bill.
The benefits of the PO as a means to cover the uninsured at a savings of at least 50 billion dollars is pretty clear, as is the fact that it is indispaensible for meaningful reform. We also should accept that Obama and a handful of compromised democratic senators will not lift a finger on behalf of the PO. Fine.
With these conditions being acknowledged, then time and effort are of the essence if we are to be successful in getting the PO passed into law. And so is money for ads and for the actual support for viable alternative candidates to replace these congressmen that already have made their opposition to the PO clear. Pressure in the form of actual steps to replace these meddlesome senators is where the effort should be focused.
The means we have for exerting this pressure on the declared opposition have already yielded good results in keeeping the PO in play with increasing support. We now need to press for our case as strongly as the situation merits. Our basic interests lie in the balance and action is the key to success.

The buck stops in the Oval Office. Like it or not, the success or failure of healthcare reform will be one of Obama’s legacies. He cannot prevent that. Finessing or making speeches or having Rahm twist every arm in DC is not going to prevent it. Just as 9/11, the Iraq war, & the Wall Street bailout (in first stage) will be part of Bush’s legacy.
Even those wives who have put up with brutal beatings for years sometimes get up the courage to leave their abusers. Being realistic about the history doesn’t mean you have to give up all hope. Chin up and keep fighting!
I agree 100% with your assessment of Obama and a good rule to apply to anyone and especially to people in high office is to not pay any attention at all to what they say but rather to what they do.
In the case of Obama one should be even less surprised that he has acted contrary to the general welfare because often times he has been explicit in saying that he believes in the free market and does not begrudge people making fortunes. He sees no need to reform the finacial sector robbery any more that the insurance company free market interference and robbery in paying for health care.
Obama showed his hand early with his transferring of public wealth to the the fincial sector without exacting a thing from them. He should be seen as an interference to the progress of meaningful health care reform. Also we should stop using Emanuel as the fall guy for the effort to thwart the PO, he is merely a convenience, it is Obama and no one else who is at the root of the problem.

I have in no way stated that we shouldn’t criticize Obama. And the examples you’ve listed definitely indicate that he may not take the progressive position we want him to. Again, I see no problem with preparing for a worst-case scenario; my issue comes when we assume it as the default position and draw all our conclusions from there. It’s one thing to anticipate problems; it’s another to assume a motive and force all the evidence to fall in line with that particular reasoning. That’s the kind of thing that leads to articles stating the President wants a public option being touted as proof positive that he doesn’t.

And to GDMD521: After some thought on this, I believe Jane is right to press the fight hard even if she sounds a little paranoid sometimes. The corporate Hydra is a seasoned pro and capable of injecting venom to the very last. And remember what is at stake for them. If “the people” win on this gigantic issue of health reform, what CAN’T they win on? Let that sink in a minute. Health reform-dominoe 1. Wall Street Investment MegaBank reform-dominoe 2. and the SuperBiggie, true campaign finance reform -dominoe 3. Unlikely? Probably, but stranger things have happened and believe me all this is on THEIR radar. As abused children we always think things will break against us, but it’s important to remember that things can go wrong for the enemy too. An army fights on multiple fronts, but knows when to concentrate force. Jane is also doing that. This writhing corporate monster is fighting for its life and will stop at nothing. I sense that we are near the tipping point. Friends are emboldened and enemies worried, and its been days since I heard “the public option is dead.” We are learning from our mistakes, getting quicker and gaining strength from the stubborness of facts. Your analysis is exactly what a bell hop at The Hamilton in DC said to the fire pups that met last Wednesday for the “Mad as Hell Doctors” rally. This bell hop was from Zaire. He said, “Do not blame Baucus, blame Obama. He is the President.”

No, that would be counter-productive. Strategically, this thing has to come out of committee and there has to be at least one Republican Senator on board to do that (I seriously doubt that Byrd will show up twice to vote on this thing, but we’ll need him there to vote for the final version). If the Republicans believe, as most people seem to believe here, that Obama is going to sign an individual mandate with no effective cost control mechanism (political mass-suicide for the Democratic Party), they’ll help him do it, or at least won’t block it. If they belive he’s going to pass a bill that is actually effective and will make people’s lives better (and, therefore, Republican lives harder), then nothing will be passed.
Reid would probably make Ds have an actual filibuster, and not just threaten one.
Look, there are clearly a lot of machinations behind closed doors and the truth is none of us know with certainty what Obama is thinking and what the current strategy is. What we do know is that incessant pressure FOR the public option has clearly been helpful, so we can speculate as much as we wish, but above all, keep up the pressure. I think the thing to do now is to spend some electrons and media time reminding everyone of what a strong public option is — to somehow distinctly (and succinctly) talk about which public option the public has been calling for.
I also think it’s a good idea to start calling it a Medicare public option or a Rockefeller public option and to constantly distinguish it from all the other faux public options.

I also wonder if anyone in the WH has contemplated how furious folks are going to be when they’re subject to “mandates” that extract $$$ from their pockets to give it to insurance companies, while insurance companies

Whatever their “motives” as a bunch of bought-off politicians, I can’t believe they don’t see this as a disaster for every Democrat who supports it. Perhaps that’s why some Republicans are running towards a public option.
Nobody is as wishy-washy as Obama has been about the PO and then comes through in the end. Have you never asked someone on a date? Maybe means no.
I agree completely that we need to stay focused on what we can do to win strong, viable competition for the insurance companies.
This site is THE go-to source for what’s really going on with the health care reform effort, and the analyses of “working the yo-yo” etc. are right on target, but I think something is missing from this post, and that something is what we are going to do to outmaneuver Rahm or whoever the corporate lackeys are in the WH and Congress. What are the talking points? Who’s at the top of the phone call list? Our calls are clearly working and we need to do more of them, but is there any way to break through the broadcast media noise (other than Ed Schultz and Rachel Maddow)?
As is often pointed out here and elsewhere, it’s the lame excuses that have so often in the past quashed progressive polices. But we aren’t falling for that anymore.

That’s not true; although Obama supported single payer in 2003, he ran slightly to the right of Hillary, with his Harry & Louise style ads in Ohio. Once in office, however, his administration, despite the promises of an open and transparent process, excluded the “little single payer advocates” and censored them.
