I thought it was weird when Olympia Snowe suddenly started pushing triggers. Rahm Emanuel has been lobbying for them since early in the year, and lately the White House has been trying to burnish the image of "triggers" by pressing liberal validators into service. And now, according to Marc Ambinder, lo and behold:
Senior White House officials, in conversations with reporters today, are floating the idea that President Obama is secretly negotiating with Sen. Olympia Snowe over a health care compromise that would phase in a government-funded health care alternative if private insurance companies fail to meet quality and cost benchmarks over a certain period of the time. The public discussion of the Snowe "compromise" is meant to test the reaction of House Democrats, who will pass a bill that includes an immediate public option added to a new health insurance exchange. The White House hopes that, having voted for a public option, House Dems would accept a "trigger" as part of a conference committee compromise rather than putting the kibosh on the entire health care reform project. In some ways, this strategy is old, and in some ways it’s new. For months, White House chief of staff Rahm Emanuel has been pushing the idea of a "trigger" internally, and he and Snowe regularly trade legislative and political intelligence.
That’s great. Not satisfied with working through Blue Dogs any more, Rahm is now using Republicans to write his trillion dollar bailout of the health care industry. Is this a great country or what.
And what does the White House think of the 60 Democrats in the House who pledged to vote against any bill that does not have a public plan?
For a while now, Obama’s aides have believed that the 50-odd progressives in the House who are demanding a public option will get their jollies if they can pass a bill out of the House, and that they will be too afraid to oppose a bill that makes it out of a subsequent conference committee — a bill that President Obama would specifically endorse.
Nothing new here: give the base a little kabuki, pass a bill with a public plan out of the House, then get real in conference. Except it’s looking like things may have accelerated. They may be afraid to let a public plan pass the House for fear it will get too entrenched, so it looks like they might try and kill it now.
And what about reconciliation?
The threat of passing a bill through reconciliation is "real," but it still isn’t the "go" option because it is, as of yet, politically unsalable, at least in the opinion of White House aides. The politics of health care have been distorted, they believe, to the point where Obama needs to make the case that the regular (even a-historical) congressional procedure is being used by obstructionists to prevent the passage of the bill. This may be self-evident to some Democrats, but the American people aren’t there yet, and until they’re there, the White House will do whatever it can to build its 60 vote supermajority.
See, this is where I’m confused. Because if Olympia Snowe is writing the fucking bill, there are 59 Democrats in the Senate — 60 after they replace Kennedy. The only reason you wouldn’t have 60 votes is if the bill is such a piece of shit that DEMOCRATS won’t vote for it.
Or, maybe Socialists.

Jane, you mean like Bernie?
I understand why there is panic at the white house because they messed this up so bad. What I don’t understand is why you know tell everyone that you are losing, having no idea what you are doing, and will give away anything you want.
The whole healthcare, or to be more accurate insurance, debate has degenerated really fast into really bad kabuki. The best outcome now is to hope that a bill will be killed and a smaller one dealing with prior conditions and rescission is passed in its place. I am looking too at the likelihood of depression in 2011 and that it might provide the best opportunity for real healthcare for Americans simply as an attempt to avert social unrest. But then I think how incredibly stupid our elites are and I am less sure.
Rahm, its not 1994 anymore, and democrats are really sick and tired of the bait and switch. We campaign, raise money, and get Obama elected precisely because of the ”promise” of real, substantive, health care reform. Now, that Obama is elected, you want to marginalize the ”far” left. This is not 1994. After the 2000 election was stolen from weak Dems, and after 8 years of Bush/Cheney, (and weak, subservient dems) we democrats want REAL reform. The Democrats are seriously mistaken if they think the ”progressive” wing of the party is going to accept this. We may not win this battle, but I, for one, will never vote for a national Democrat again. Ever. I will vote for local Democrats and leave the rest of the ballot blank. So, go ahead, Rahm, and take Obama down this triangulated road to nowhere. I wont care if the Republicans win the Senate. What’s the difference, Rahm? You strategize/vote/think as a Republican anyway. What an absolute disgrace this Obama presidency is turning out to be.
Historical Note:
Trigger was an animal who got rode around all his life, died, and was stuffed.
So what do we do now so that we won’t end up like Trigger.

Fuck one or two Republican votes. Someone in the White House could get take the lead and admit that he is a Democrat promoting Democratic legislation, but that isn’t who we elected. The only possibility, albeit a slim one, of Obama pushing real change is if we raise Hell and keep on raising Hell.

Progressives cannot roll over on this. Not only is health care a very important issue, but whoever blinks on this one is in the toilet for the next 4 years at least. We have got to get the message across that if the Dems are going to sell us out to corporate interests, too, there is no point in supporting them over Repubs. They think we’ve got nowhere to go, but personally, I prefer getting screwed by Repubs who are up front about their plans to being screwed by those who lied to me and played me for a chump all the way to the bank. Where I no longer have an account or a mortgage or a chance.
We need to flood the White House with phone calls (rather than emails), prior to BO’s joint session of Congress next week, to demand support. We need to let them know what the consequences will be in 2010 and 2012 if he fails.
If house Dems hold the line as promised, then anything without a strong public option gets killed, and the whole thing dies there. Better than being further enslaved by the health insurance industry.
If they don’t, anyone for a plan B?…
I’ll just float this to see what you all think: If we organize a mass exodus of the Democratic Party, say perhaps to the Greens, and then flood the White House with faxes of our party registrations, BO might consider a veto. I know third parties will never get in power to make any difference; however, history tells us that they are very effective in getting the targeted party (the Dems) to get in line. Sure worked in the 1920s and 30s, and that effort gave us FDR.
For this to work though, it has to be BIG!
We can counter the “triggers” language with a list of all the health care-pharma industry reforms that need to happen first before triggers should even be mentioned.
I want to hear Republicans, Blue Dogs and Rahm to shoot down a list of reforms to the health care industry.

No triggers. I agree with Jane. We didn’t elect a Democratic president and a filibuster proof Senate and heavily Democratic House of Representatives to allow a Republican to write health care legislation. Period.
I can think of Kent Conrad and Blanche Lincoln as two Democrats who might not vote for the bill at this minute. I think that both Jane and EW have been consistently writing that Rahm’s strategy is to hold Democrats like that and assume that the more liberal Democrats will go along rather than offer the more liberal Democrats anything.
And Joe Lieberman isn’t a Democrat, but you need him for 60.

I am taking a new stance – If there is no public option (no triggers) I will not vote for Obama again – under any circumstance. I don’t care if Dick Cheney runs against him in 2012 – I will not vote for Obama again. I will take my vote (and any money I might wish to donate) and go to the greenest 3rd party candidate – if there is no one I can stomach, I will leave the vote for president blank.
I think it is time that a message go to Obama that he has lost a significant portion of the support that got him elected – he better hope that the insurance companies have enough votes to make up the difference. He needs to be told this explicitly and publicly.
When I voted for him last November, I knew he was no progressive, but I thought that his own understanding of the needs of the country would force him to do somethings that needed to be done – Along with Alan Greenspan, I made a serious error in judgement.

Leave the Democrats to “Blue Dogs” and the teabaggers to the GOP. Then voters can have real choice…vote for folks who: do nothing and rail at everything; want to fight a couple wars and do little else unless businesses are in trouble; or, are willing to make some changes that help people.
Look folks, it doesn’t take 60 votes to pass legislation in the Senate, it takes 51…50 with a tie breaker from Biden. If we had a real leader in the Senate, rather than a cephalopod, he or she would put Democratic legislation up for a vote and MAKE the Republicans filibuster it. This would force the Republidems to go on record supporting a Republican filibuster. Should that occur, the real Dems and Obama are off the hook and those asshats can defend their position when it comes time for re-election.
It has to happen. Both the Republicans and Democrats are conservative parties owned by corporate money. Who will organize a new party? It has too happen. It may well be too late but someone has to be there to pick up the pieces and put on trial the traitors when the shit hits the fan.

The Republicans are frightened of their base, the Democrats are scornful of theirs. It’s time to make them fear being primaried as much as Republicans do. Nothing gets through to these people like threatening their income.
I also wonder if Jane could get the 60-100 House Reps to say that they won’t vote for Afganistan funding without a public plan…hopefully they won’t anyway, but that threat might stir something up.
FDR had an energized, highly-active left and far left pushing for revolution and a social and economic debacle far beyond anything we have seen recently. So I can’t fault Obama for not being FDR.
I can fault him for not providing clear leadership on this issue, for negotiating from weakness rather than strength, for compromising with himself or at lease campaign promises before really being forced to do so by GOP, and for underestimating the dishonesty and viciousness of even “moderate” Republicans.
It looks like Olympia is the most powerful Senator in the whole bunch.

Another way to get the leadership’s attention would be to separate one Blue Dog from the herd and start a rigorous campaign against him from the left, bloody him up in public and let him realize that without our support a Michelle Bachmann look-a-like will be the next junior senator from Indiana. (Yes, I have in mind the perfect and very vulnerable candidate to bloody up!) Heck, Sarah Palin is adored in Evansville. She could move on down and fill the void.

Well, if the House progressives are anything like what I’ve seen of a couple of wobbly libs on teevee in recent days (Joan Walsh and, from what I saw, a non-line drawing Markos Moulitsas), I’d say that proponents of the RPO are going to be disappointed as events develop in the near term.
And more moderate libs like Lawr O’Donnell also seem pessimistic (we should have started influencing public opinion on single-payer and/or RPO years ago). Mod-lib pundit Paul Begala as you know said several weeks ago that the FDR – SocSecurity bill may be the best example for Obama to follow (mid-sized initial bill, expanded in later yrs).

This letter is from a …, who spent many hours campaigning for you last fall, and was full of hope for your new administration. The presence of so many very, enthusiastic, and savvy young people was one of the best parts of the campaign.
However, since taking office, with a few exceptions, I am increasingly disappointed with your actions. When I meet people from the campaign now, the question has gone from “how is Obama doing?” to “how disappointed are you with Obama?” Afghanistan, habeas corpus, warrantless wiretapping, and the bail-out of the financial industry have left us all wondering if you indeed stand for the real change and the kind of reform you promised in the campaign. In addition, your occasional snide remarks about progressives are alienating the very people who worked so hard for you.
And now comes the news that you seem ready to abandon a robust public option as part of health care reform. A ROBUST PUBLIC OPTION IS ABSOLUTELY CRUCIAL TO MEANINGFUL HEALTH CARE REFORM. If you really give in on that, you will definitely lose my support, and I believe that of many other committed Democrats as well. Let’s see some real reform, let’s see you stand up for what the overwhelming majority of the American people want, let’s see you abandon the chimera of “bipartisanship” when all that means is giving the Republicans what they say they want (and will not vote for anyway). How about it?

You can also do this — short, sweet, to the point:
1) Call the White House switchboard: (202) 456-1414.
2) When they answer, simply state: “I have a message for President Obama and Rahm Emanuel: No public option, no deal.”
3) Hang up.
4) Repeat once a day.
5) Get your friends to do the same.
Don’t know of anyone here who has made that claim. And pretty sure Jane has never made such a claim. I think the belief here is more along the lines of “Rahm reflects the will of the president.”
But the article Jane is using doesn’t say the president, it says “Senior administration official” and since Rahm is one who is known to like to see his leaks in the paper, it is a reasonable assumption that Rahm is the “senior admin official”.

In a more simplified manner than expressing my angst and anger at the White House, I would much prefer that Reid and Durbin bring forward onto the Senate floor for a vote, the HELP bill. Thus, an Up or Down vote, would become quite instructive to the White House, and to Obama and Rahmin–the Always Noodled.
Additionally, on the House-side, Pelosi needs to bring up the Conyer’s legislation for Single Payer, for an Up or Down vote. I would calculate that Single Payer passes, and in doing so, would add an additional dimension to the White House shenanigans.
And I a reminded of history, when Clinton was touting Bush41’s NAFTA, both Clinton and Rahm, removed the provisions for the Environmental and Labor standards. Thus, Obama and Rahm will be using this same “game plan” to foist on the unsuspecting Democrats.

The best way to achieve that is to let the White House know that this is your line in the sand. If they know you’ll give in on this, they’ll figure — or know — you’ll give in on everything.
Either Emanuel is speaking for the President or he is not. If he isn’t he should be fired immediately. If he is, shame on the President for trying to create massive windfall profits for the insurance companies while avoiding real health care for all Americans.

I went to our local town hall meeting last night. Held by our Congresswoman, one of the co-sponsors of HR 3200. There, I heard a few things that I think will shock people on both sides of the debate.
1. the public option, if passed, will not start until 2013.
2. the insurance requirements, such as must accept pre-conditions, must accept all conditions, etc. will start immediately.
3. the companies cannot charge more for a person with pre-existing conditions.
Doesn’t sound too shocking until you realize this:
The requirements as stated will bring into the pool of insureds, high risk, and likely high cost individuals. Since they individually cannot be charged a higher premium, that means ALL in the pool will have premiums raised. Similar to if you had people with accidents and DUI’s in your auto insurance pool but couldn’t charge them individually more. Someone has to pay the increased fees and charges they cause.
Second, you will have a big increase in the number of people seeking health care, but no increase in the supply of people giving the care. That will also place pressure on prices.
Third, here, you would normally say, “Well, the public option is going to keep them in check.” But, no, the public option doesn’t even BEGIN until 2013, so there is nothing to keep them in check. No competition in the market place, no negotiated lower service rates from providers, nothing. Well, yes, the famous promise of “fighting waste, fraud and abuse” which we have heard applied to twenty other areas of government that never pan out to anything.
Likely, you are going to get a big upshoot in costs over the next 4 years. Possibly, it may be out of control by the time the public option comes into being so that having that option is moot by that time.
The split timing of these two things is dumbbell lawmaking at it’s best.
Either move the public option up, or move the insurance changes back. Moving the public option up has zero chance at this point. Aside from that, the co-sponsor said it isn’t possible to start it sooner as much preparation must be done before it can begin (certainly, you have to hire and train the people who will work there).

The last 15 years following Clinton’s proposal is the trigger and the public option is the bullet.
How has that private-only insurance option worked out since 1994? Why didn’t the ‘free market’ solve all the problems?

President Obama is getting sandbagged by his own staff.
The trigger is an invention by Third Way Democrats, such as Bayh, Lincoln, Pryor, Harmon and McCaskill, their funders and the old insurance company shills they hired to come up with the idea / term.
A trigger kills people, loots all our treasure, for the profit of the few familiar privateers.
You want to talk about real death panelists… this is one place to start. It’s no wonder President Rahm loves the idea.
Hell No! I hope the house refuses this approach as well. We are not going to allow any Republican to write off the center piece of this legislation. Rahm and Olympia can kiss my ass! This is not what Obama spoke about for the last 2 years. The majority party has to stand up and act like they won the election by a hugh majority. I for one will not accept this. I also reminded Perriello that it took a few months to set up TARP and stimlous funds AND a few months to set up the DHS. 3 years for a po?

By getting Conyer’s bill for Single Payer into the ‘debate’ that is the Conference Committee, starts the ball rolling in the proper direction. Without having Single Payer before the Conference Committee, there will be no serious opposition to what the White House “intends” to impose on the conferees. Consequently, there can be no discussion or debate on the merits of Single Payer among the conferees, unless Single Payer legislation is actually on the table for consideration. And that’s why Pelosi and her leadership team, have intentionally left it out of the political mix. And as Democrats, we have focused all of our attention to a ‘robust public option’ and thereby have forgotten that the caboose–as single payer, is carrying our bucket of water forward.

Overall, I still support President Obama. he is the most progressive president since the 1960s. That is a relection on Carter and Clinton, but Obama is better.

Triggers: Hey, let’s give the insurance industry a chance to stop ripping us off, and if they do make some changes, well then, we’ll let them continue to rip us off just a little bit less. Kind of like how we gave the banks a bunch of money so that the could “help” homeowners. Of course, they turned around and used our tax money to screw homeowners, but at least our Democrats had good intentions…

As Democrats should have learned with Bush, a successful strategy involves building upon consecutive wins. Rove, much to a lot of folks’ consternation, built up a loyal core by winning small battles and favoring those on the winning team. Rahm Emanuel is the anti-Rove. He has no goal beyond creating the impression of a win and every position is negotiable.
Obama started losing when he followed in Clinton’s footsteps soon after taking office. He should have chosen people that were loyal to him and his party and only secondarily competent. He should have followed Bush’s lead with a major purge and loyalty tests of critical agencies when he entered office. He should have brought on a tactician like Rove to control the field. Instead he appears to think he can talk his way out of his problems by framing the questions and answers on television, once again just like Clinton. Attempting to lead from the middle means that every goal is negotiable. When you start with the expectation of compromise on something that you really don’t care about then you absolutely cannot succeed.
Unlike Clinton, Lyndon Johnson who was not a liberal by any means, understood that he could fight using liberal themes, like the war on poverty, to rally support. Politicians and administration officials understood that crossing him was extremely risky. Contrast that with the goofy reports of infighting within the Obama administration. Infighting only occurs when the leaders have not set a path. In other words, infighting happens because there is no internal leadership. No internal leadership means no external leadership.
As others have noted in different words, HR 3200 already has a de facto trigger, in the form of delayed implementation of the public option: a pathetic, dribbling roll-out that doesn’t begin until 2013, and then only applies to a small subset of Americans, with potential gradual expansion depending on the actions and whims of whoever’s in charge starting in 2015.
The public option IS the compromise. Its delayed rollout IS the trigger (and the clock’s really been ticking since the Truman administration).
Oh, meanwhile, can we give “kabuki” a rest now, and maybe swap in another ethnic dance form? I nominate clog-dancing: the double meaning serves the underlying point.

MANDATING insurance purchase by everyone without a public option is economic slavery and corporate fascism. People will riot in the streets once they realize they have been had. The ONLY power (such as it is to be un-insured) people have now is to NOT buy the insurance. Mandating would remove that personal choice.
No public option until 2013 is as bad as no public option at all frankly. I agree: Wall Street gets 24-hour service. The people, not so much, huh. And by 2013 the economic effects of health care will have chipped away at US global competitiveness even more.
No public option at all is disaster. It’s not reform. It’s a con.
ANYONE who trusts that triggers will be used and will work is out of their minds. Triggers will NEVER be pulled. Triggers are a promise to break a promise. It’s crazy making. Mark my words: eveything will change and the triggers will be excused. The insurance companies know it. It’s kabuki like the co-ops.

Our local Democrats Abroad chapter here in Canada cares deeply about the debate and is supporting you all as much as possible. For me, without a public option, I’ll be staying in Canada for the duration.
Obama has a chance to effectively call the assholes on their lies to their faces while telling the American people the truth next week. Axelrod seems to be setting that up. Hopefully Rahm’s role has nothing to do with that ‘rescue’ plan. We shall see.

I feel it necessary to enlighten some of you as to what you are missing: RAHM DOES NOT CARE IF THE DEMOCRATS LOSE CONTROL CONGRESS. It does not matter to him becoz he is pimping the oval office and is taking campaign bids for that office right now. The democratic majority is actually a problem for him becoz now he has less cover to deceive the the democratic party as to what his objectives are: to pretty much sell out the oval office to the biggest campaign bidders as long as he continues to have control of that nexus of power. He’d prefer to have more republicans, maybe even a republican majority, becoz it gives them more cover to sell out to corporate interests due to the political landscape and the need for bi-partisanship/corporateship to pass legislation.
This is the clinton model. He sold out on a hell of a lot in his first term, but got the campaign cash he needed to won re-election. That’s all that mattered to him. And that’s all that matters to the power hungry former member of his administration, rahm. Especially with the executive branch having so much more power now and so little accountability to the american people. It’s the kind of environment a cockroach like rahm thrives in.
It’s clear IMO that the dynamic duo of dlc deceit, the pope of hope (yes I know that obama is not dlc member in name, he is a “new democrat” … big fucking difference) and his sidekick, emanuel, have little desire to use the democrat majorities in the senate and house to push through any non-business friendly legislation. No, they continually finagle ways that they “must” negotiate with the proxies for big business, namely the blue dogs and the republicans, even though they frequently get ZERO votes in return like in the stimulus bill and likely in any universal health care legislation. If they have no desire to use those majorities, then why would they want them?
They don’t and that is what most democrats haven’t quite gotten their minds around yet.

Plus, I completely disagree. Rahm is doing what he is doing precisely to keep Democrats in office–or, more to keep the campaign coffers for Democrats full. He knows that it is important to keep that Pharma and health insurance company money rolling in to fund campaigns. He also knows that the misinformation the Repugs have been spreading about health care works in his favor: he keeps the majority of Americans on board because they are confused and frightened and will be against the public option and loses only a few nutty progressives with the pathetic excuse of health reform that will pass. Face it: the majority of people who are screwed by no public option probably don’t even vote, anyway. They are too poor and exhausted to pay attention to this political bullshit. Rahm Emmanuel doesn’t give a hoot about what is good for the citizens, only what is good for the Democratic Party. It’s all about games and politics to him.
Is this for review of employers’ plans? Citizens are consumers, insurance businesses are responsible for plan adequacy.

A recently released study showed an astonishingly high level of incorrectly computed payroll which worked to the extreme disadvantage of workers. Never hurts to have a second set of eyes -especially when they have some enforcement power. I still need more facts than speculation.
By dint of much popular work one can take solace that the House has 60 or so members that are committed to the PO, and as they claim to do so all the way through to the end. Should they hold firm this should be enough to thwart any attempts to subvert the Public Option by anyone, be it Obama and whoever else may want to.
All effort should be expended in providing these House members with whatever assurance and support they may need and to increase their number if possible. This has already provided us with a winning hand.
In the same way, all effort should be expended on our Senators. For some reason thay are treated as if they were something more than people we’ve elected to do our bidding. They are no grander than our local representatives and they should be disabused of any perceptions they may have to the contrary.
The point is that we have a winning hand with those house members holding firm. Those including Obama who want to obstruct can try as they might but will not be able to exclude the PO in any legislation. We should support our winning hand rather than act as if we are bound to lose.

I just sent an email to the White House, for what it’s worth. In that email I made it clear that I understand the process and that there is no speech or excuse that can convince me that it is necessary to drop a strong public option from health care reform whether it’s a House bill, a Senate bill or a conference bill. I said that the minute that a bill is signed into law without a strong public option, my support for his White House terminates and that I will not blame the Republicans, I will blame the president and specific members of Congress who vote with him. I also said that every word and action from the West Wing, especially Rahm Emanuel, I consider to be coming directly from the president.
Not to mention that Obama will be out in 2012, so the Republican in office (President Mitt Romney?) will simply amend the legislation and will kill the public option before it’s even begun. Premiums from Heaven for the private health insurers.
What is it about Obama. First it was Ayers and then it was Wright and now its Emmanuel. Why does he firmly embrace assholes? What is it about his psyche that makes him seek out such fucking losers? When will he realize that Emmanuel is his ticket to a one-term Presidency and a party torn apart over the almighty corporate campaign contribution? What a fucking idiot he’s turned out to be. You don’t have to be smart to be an effective President. Ronald Reagan proved that. All you have to do is stick to your fucking guns. What an asshole.
