Ryan Grim at the Huffington Post is reporting that in a closed door meeting of the Senate Finance Committee, John Kerry proposed including a ten-year trigger in the healthcare bill.
In a closed-door meeting of Senate Finance Committee Democratic members and their staff Wednesday evening, Sen. John Kerry (D-Mass.) suggested that the committee bill include a ten-year delay between passage of health care reform and the implementation of a public option that Americans could buy into, according to two Democratic aides.
Under the plan floated by Kerry, a public health care option would only be triggered by private insurance companies failing to meet certain criteria after ten years. Known as the "trigger" in legislative lingo, the idea is vociferously opposed by health care advocates who consider it the death of reform.
Kerry’s suggestion was not well received.
Either Kerry is being set up, or he too is straying well off the reservation.
Senator Kerry, where have you been? Triggers are a non-starter.
But more egregious, how can the political class listen to the shattering testimony of Wendell Potter (the former CIGNA executive, turned whistle blower), and still be eager and willing to condemn the American people to this murderous industry?

I also have seen how the industry’s practices — especially those of the for-profit insurers that are under constant pressure from Wall Street to meet their profit expectations — have contributed to the tragedy of nearly 50 million people being uninsured as well as to the growing number of Americans who, because insurers now require them to pay thousands of dollars out of their own pockets before their coverage kicks in — are underinsured. An estimated 25 million of us now fall into that category.
What I saw happening over the past few years was a steady movement away from the concept of insurance and toward "individual responsibility," a term used a lot by insurers and their ideological allies. This is playing out as a continuous shifting of the financial burden of health care costs away from insurers and employers and onto the backs of individuals. As a result, more and more sick people are not going to the doctor or picking up their prescriptions because of costs. If they are unfortunate enough to become seriously ill or injured, many people enrolled in these plans find themselves on the hook for such high medical bills that they are losing their homes to foreclosure or being forced into bankruptcy.
As an industry spokesman, I was expected to put a positive spin on this trend that the industry created and euphemistically refers to as "consumerism" and to promote so-called "consumer-driven" health plans. I ultimately reached the point of feeling like a huckster.
Say it ain’t so. You want to condemn us to this? Mr. Kerry.

Kerry’s spokeswoman responded. From the same article down at the bottom. And the first paragraph of the article has been updated also.
UPDATE: Kerry spokeswoman Jodi Seth responds with a statement:
“Let’s be clear, if Sen. Kerry had his way, there’d be no debate: we’d have universal coverage tomorrow with a strong public plan at its core. Sen. Kerry strongly supports a robust public option and has been pushing for it since day one of this debate. When he ran for president, he campaigned on a public option and everywhere he went he reminded the country that Congress shouldn’t deny them the public health care that Members of Congress give themselves. The past five years have only strengthened that conviction. Any suggestion that he prefers proposals that would delay or trigger the implementation of a public plan is outright false, end of story. But it’s no secret that the Finance Committee is looking at a whole range of progressive options with an eye on what can make its way to the president’s desk to become law, and obviously if it’s the only way to get universal health coverage then people will consider a trigger that ultimately guarantees a strong public option.”

A ten frackin’ year ‘trigger’? Does Kerry have even the slightest clue how many people are going to flat-out DIE from lack of coverage in that time period?
It’s unconscionable.
There are a lot of individuals and corporations who have been making huge sums of money in the “health insurance/health care industry and they are not going to give it up without a viscous fight.
It’s a fact that congress critters are the lapdogs of corporations who feed them with their army of lobbyists who BRIBE the critters daily…. why is this not being prosecuted as bribery???
When money, became free speech and those with it realized that bribing regardless of what it’s called – lobbying inside the beltway, IS the way to control congress and elections we have devolved into a government not of the people, but of the people with lots of money to spread around leading to laws which enrich them even more. It’s all about money. American exceptionalism = greed with no bounds and lots of cover stories that make it seem like god’s gift to the world.
Follow the money. It’s all about the money.

This is the time for reform, the people have been polled for a 73% IN FAVOR of a public option, and NEVER will the political climate for the Dem’s and Obama EVER be this safe to get it done.
Alas, the money, lobbying and such appear to be quashing it all, handily.
I can’t BELIEVE Kerry is saying the Finance Committee is looking at a trigger, JUST to get some law passed that benefits the status quo, the insurance/med complex and Wall Street.

…and what’s up with Obama going on national TV and saying Medicare, the large successful government health insurance program that we already have, will (along with Medicaid) go bankrupt and “will consume all of the federal budget.” Hell of a way to sell people on government health insurance.

Ten years from now, I wont be here, I am eighty years old. More important my 56 year old daughter may not be here, she is awaiting a transplant and has no insurance. She worked all her adult life as a medical secretary , when she could no longer work and could not pay the high cobra , she can only hope and wait. I am an optimist, I think the president will draw a line in the sand, and we will get our public option.
