one possibility is that they are grouping some roll call votes together for the convenience of congressmembers.

another possibility is that they are still whipping votes.

Providing for consideration of the conference report to accompany the bill (H.R. 2346) making supplemental appropriations for the fiscal year ending September 30, 2009, and for other purposes.

Resolved, That upon adoption of this resolution it shall be in order to consider the conference report to accompany the bill (H.R. 2346) making supplemental appropriations for the fiscal year ending September 30, 2009, and for other purposes. All points of order against the conference report and against its consideration are waived. The conference report shall be considered as read.

Sec. 2. The Chair may postpone further consideration of the conference report to such time as may be designated by the Speaker.

Perhaps they fear the simpler charge of “abandonment” more than the complex charge of funding the IMF. Many of their supporters lack, shall we say, an appreciation of subtleties and can be baffled with bullshit (since brilliance is out of the question).

Unfortunately most congresscritters are in gerrymandered districts and have little to fear from either the other party or primary opponents.

what we were just watching was, i think, only the debate on the rule (H. Res. 545) for the supplemental (H.R. 2346).

the roll call vote on the rule was postponed - probably for later today. only after that will be the debate and vote on the supplemental itself.

…. pretty sure on this but will go check….
