		<description>&lt;p&gt;I am viewing this from afar, but it seems to me that if Pawlenty refuses to sign Franken’s election certificate then the Minnesota legislature should either impeach Pawlenty and expel him  for malfeasance, or they should themselves resign from office for failing to secure for the citizens of Minnesota the constitutional representation they are entitled to under federal law. Meanwhile, if I were in Obama’s shoes, I would embargo all federal aid and financial assistance earmarked for Minnesota until the Governor of Minnesota, whoever he or she might be, signs Franken’s election certificate.&lt;/p&gt;

It takes a 3/5 supermajority of both Houses to call an extraordinary session.  It has happened once in state history, in 2002.&lt;/p&gt;

But we have had Light Governors who have done things on their own hook when the main man (I can say that, we’ve never had a female governor) is out of the state.
